While the fabulous cities of Rajasthan are filthy on a mediaeval scale, Himachal Pradesh is one of the greener regions of India. Volunteer groups organise recycling projects and wayside dumpers are provided for household waste. There are posters, notices , flyers, urging people to KEEP BHAGSU, or wherever, CLEAN. And I think things might be slowly improving. At least the problem is now being confined to relatively small corners of the towns and villages, and some efforts at triage (second pic) are being made - plastic bottles/cardboard/ household.
